Does CSO keep me from using a simple app?

My university has Box with CSO.  I'm trying to write a simple app to get the contents of my folder periodically from a server.  I get "This app is not authorized by the enterprise admin" if I try to run it.

 

Is there a simple API to use just to manipulate my own files without a Web interface?

  If I'm reading this correctly (http://stackoverflow.com/questions/21613359/how-to-get-an-access-token-without-box-s-authorization-page), I can use a Developer Token to get started and then use Refresh Tokens even after the Developer Token expires.  That seems odd but it's worth a try.
