Managing Permissions/Access at the Metadata Template Level

Hi, in addition to the waterfall model, which does not work for us on many occasions, is it possible to implement permissions/access at the metadata template level?  For example, all our Tax Filings use the same metadata template (TaxFilings); can we manage access to these document based on the use of the metadata taxfilings template?
