Can't preview PDF more than once (or after adding comments)

Hi! I see some similar posts, but not exactly the same situation. I am using a Windows Laptop, using Chrome and dragging PDFs from Outlook to Box (usually just one page PDFs). They will open and I can make a comment on them, then, when I go back later to preview the PDF again, the preview is not available. It seems it only happens sometimes -and sometimes I go back again later and they will open.

I have the option to use the Adobe Acrobat, but my team needs to just be able to quickly scan the file and approve it (or not) by adding comments. We go through a ton of these a day, so the preview works much better than opening Adobe.

I'm also noticing that sometimes i'll type a comment and make sure I hit "POST", but when i go back, there is no icon for the comment.

Any suggestions or answers to why this is happening?
