Can a user hide from content insights?

Is there any way someone could preview or download a file and NOT have that activity show up in the Content Insights?

For example, if someone tells me they previewed or downloaded a file but no such activity for their user name is shown in the Content Insights, is it reasonable to wonder if they're not being truthful?
