Box Status

Need to Transfer Admin rights but this is what i encounter "You do not have permission to confirm this administrator transfer'

Hi there, 

I need to transfer Admin rights to another person but cannot seem to get past the "Can't transfer admin ownership "You do not have permission to confirm this administrator transfer"

I have logged out and logged back in and I am using the right account. What needs to be done for this?
