Box Shield Access Policy Exception

I am configuring box shield to block 'Download and Print Restriction' via the shield access policy. Is there a way to allow an exception? 

 

I noticed under 'External Collaborators Restriction' security control there is an option to 'Allow User Justification'. Is there something similar for the 'Download and Print Restriction' policy?
