User cannot be added to your enterprise

User created a free account with their work email and deleted it, tried to invite them to our enterprise account, it won't let us. Followed instructions to just hit add twice per a Box rep, but that did not work either. Need some help on getting this person's email added and then if we can merge it with the other account we had to create to provide them access while we fix the first issue.
