box storage-policies authorization Failed with client credentials grant

I have setup a script for creating new user accounts.  When setting up the app I used "Server Authentication (Client Credentials Grant).  

I can create users and folders and set rights.

I cannot set the storage policy.  Why?  That's all I need left and I can't find anything in the documentation that says I can or can't do this.

What is wrong and why?  I've checked every box for every permission possible with the application.

Help.

    I did eventually get this working.

    I ended up having to recreate the environment.  

    I had to update rights.  Have app approved.   Then recreate the environment.
