Can't Change Collaboration Restriction for Folder

The option for "Restrict collaboration to within <Organization>" is greyed out. The account that I am viewing this from is a co-owner of the folder. The account that owns it is an API account so I cannot login as that account.

We do not have an enterprise level collaboration restriction. It is only on these folders created with API calls. How can I remove this restriction?
