Unable to designate new Primary Admin

I need to remove myself as the Primary Admin and assign another user. They have verified their secondary email (Gmail), but attempting to change them to Co-Admin yields the error that both emails must be verified. 

Please explain and provide instructions to switch the user to Primary and delete myself as the current Primary Admin.
