I think I've finally figured out the solution (at least for me): Try clearing cookies in Chrome. This definitely appears to be a bug (with Google Chrome).

This is broken for me as well. When I try to "Edit in Excel Online" and sign in using my corporate M365 account, it get stuck in a loading loop. Really frustrating bug that needs to be addressed.
