The issue of being unable to download certain shared files or folders

In the workplace, there are files and folders that need to be shared with external parties. However, even though the sharing links have been set to "Anyone with the link" and "View and Download," some files or folders are not displaying the download button. Despite having the same permissions, no other apparent causes are found. Please advise on a solution.
