Content Preview: Downscoped Token doesn't allow highlighting

When using the fully scoped parent token for an app user account, the user can highlight and add annotations.  When using a downscoped token with the `base_preview`, `annotation_view_all`, and `annotation_edit` scopes, the user can only add annotations. They cannot highlight.  Is there a scope that enables highlighting?
