Receive a 403 Forbidden When Trying To Create WebHook from App on another Enterprise Account

Is it possible to create WebHook from an app on a folder that is located on an another Enterprise account? The app has proper permissions to the folder and the app has "Manage WebHooks" selected under the Application Scopes under the Configuration page.

 

I attempted to use my access token from JWT Authentication and passed the app user's id as another header.

   Based on what you described, this might be an issue related to the App User you are specifying for the As-User header not having access to the folder needed. To help debug this, we'll need a little bit more information. Does a App User or a Managed User own the folder?
