Webhooks V2 Application Scope

Hi,

I created a Developer application for Webhooks V2 and try to set only the necessary permissions to use them.

In the Configuration page of my app, I have checked the Manage Webhooks scope.

I also checked the 'Read all files and folders...' and 'Manage enterprise properties' scopes as I need to make some API calls. However, if I don't add the 'Read and write all files and folders...' scope, I don't receive any notification. As soon as I check this scope, I receive the notifications.

I don't want to modify any file (in fact I don't want to read them either, just need some metadata). Why do I need to add this permission?
