Help with user events - EventStream API

We are implementing a solution that involves fetching user events of type

COLLAB_INVITE_COLLABORATOR. Using the EventStream API , Im able to get only events pertaining to that specific user itself. I have tried both OAUTH and JWT way of generating the tokens, but the end result being that, able to fetch COLLAB_INVITE_COLLABORATOR event only from a specific user but not all the users.

End goal being, to intercept all the events of type COLLAB_INVITE_COLLABORATOR for all the users in the enterprise.

Also, whenever we invite a collaborator and if that user doesnt have a box account, the

AccessibleBy field in the JSON comes back as blank. Is this expected?
