need developer/consultant to create new API

I would like to hire someone to create a new API or use an existing API to apply tags, comments, and metadata to large numbers of files hosted on Box. I envision doing the 'overlay' of tags, comments, metadata myself via my computer. For example, I would upload 10,000 documents to my Box account. I would also create a csv (or other file type) that contains the name of the document and it's tag, comment, or metadata. I would have the ability to kick-off the API to apply the data to each document based on it's matching filename or unique identifer within Box.
