API calls limitation for different plan

I notice we have three plans to choose, and they have different API call limitation per month.
The starter plan offers 25,000 API calls per month, the business plan offers 50,000 API calls per month,
the enterprise plan offers 100,000 API calls per month.
My question is: is this limit for a single user or for the whole organization??
Our organization may have over 100 users.
If the limitation is for the whole organization, even we use the enterprise plan, for each user,the daily API call is around 3, which is quite small.
Or is there any other option to increase the API calls limitation??

The API limits for each of the plans you mentioned apply to your whole Box organization. You can increase the API call limit for your plan by filing a support ticket or asking your Box account manager.
