How do I allow someone to be able to create folders in Box without giving them admin privileges. This user needs to create new folders on a regular basis for Collaborations with others.

If you have disabled the ability for your users to create content on the first level, you would need to create a folder while logged in as the root admin, and then provide collaborator access to the folder. The folder would then appear on the user's All Files page allowing them to create content from within the folder.
