Box Relay - Send Notification to all collaborators in a folder

Hello,

I would like to be able to set up a Box Relay workflow to send all collaborators in a folder an email notification when a new file is added. Is this functionality available? I am having a hard time trying to set up a workflow to send notifications to external collaborators.
