Webhooks V2 FOLDER.DELETED not fired for target folder

If I subscribe to FOLDER.DELETED on folder "Foo" and then delete "Foo" from the UI, no FOLDER.DELETED trigger is fired.  The trigger works fine for sub folders, but not for the folder you are subscribed to.
