    Could you please just confirmed, This 100,000 rate limit is per user?

    I see what you mean now. The 100,000 is the number of chargeable api calls by enterprise not by user. We have rate limits as well, published here

    The 100,000 amount is the number of free api calls you get at that license level. 

    Rate limits are a way for us to protect our infrastructure from being overloaded by too many calls all at one time.
