Box Drive deleting from web browser after deletion on laptop when not selected to sync
I have just loaded a new laptop with Box Drive (having used Box Sync on previous devices). It has brought in all folders and files even those which are not marked 'sync'. I have then marked the folder for off line only (in Wndows Explorer) and deleted the folder in Windows Explorer. However it has also deleted the folder from the Box in the cloud. This used to work fine in Box Sync. What is the issue?

It sounds like Box Drive is working as designed. Selecting "Make Available Offline" causes all of the folder's content to be downloaded to your local machine and available in the event you're offline, but does not make it "offline only" -- content will continue to be synced to the Box cloud whenever you're online. The content is still available online and if you choose to delete the folder in Drive, that deletion will be synced to the Box Cloud the next time you re-connect.
