Having Trouble Adding Users

Hello, 

I have been trying to add new users to one of my folders for sometime but the links and requests they are receiving keep telling them they are unable to access the files and to try again later. This has happened about 6 times now. I am not the owner of the folder, the owner is no longer with the company. Is there a solution to this issue?
