About administrator transfer in Starter plan

I am under a Starter plan contract, but I would like to transfer administrator privileges.
After selecting the user from [Management Console] → [Users and Groups] and [Change Account Administrator], the administrator will receive an email
 "Please confirm the transfer of administrator privileges for the Box account", but " When I go to the "Confirm transfer" link, 
it says "You do not have permission to confirm this admin transfer.
Unable to confirm admin transfer. Log out, log in as an administrator, and try again. " is displayed, and the administrator cannot be transferred.
The same display appears even when logged in as an administrator and when logged out.

    I have the same problem -- and I also can't add a co-administrator? Why won't you all post an answer to this question for all to see?

"Please note that protocol admins and co-admins will no longer be able to change protocol email addresses to public or unverified domains (such as gmail or yahoo)."
I was able to solve it this way.
