Unable to preview file; receivers able to download a file marked as viewable only.

Very frustrating, upgraded to a paid account and am still unable to view or share a video.  Account unable to preview this file type - also, trying to share a video without permission to download, and when sent, the receiver must download the file.

Please advise.
