Permissions necessary for direct links?

I need to create a direct to a file using the Allow Download option under Shared Link Settings. However, this option is not available to me.

I see the message that "Certain settings may not be available for this item due to permissions," but I can't tell what those permissions are. When looking at the documentation for creating shared links, it is mentioned that, "The type of your Box account, and the roles and permissions you assign to collaborators, determine which settings you can edit," but there is no further explanation of what account types, roles, and permissions affect which settings you can edit. I've tried searching the documentation for an explanation of what roles and permissions are necessary to create a direct link using this option, but so far I have found nothing.

This would be really helpful because I am a co-owner of the folder that the file is in, I'm the author of the file, and I have a paid account. Without further clarification, I'm not sure what else I can do to make this option available.
