User deleted a file in a folder they didn't have access to

Greetings,

 I created a new folder to archive some files, I am the only one with permission to this folder. Then I get an email stating a user deleted one of the files. The user previously had access to this file in another folder, but did not have access to the folder they deleted the file from. How do I prevent this from happening again?
