Folder links sent to clients used to work, but not anymore

I create a folder for a client to upload files.  I create a link for sharing and send via email.  In the past, they worked with no problem.  Now, they do not work and clients cannot upload files.  Client system asks for password.  The administrator has done nothing to change settings.  

What needs to happen to get this to work again?
