Error access_denied_insufficient_permissions create folder using Box Java SDK

I'm using Box Java SDK to perform upload folder for a user and got "access_denied_insufficient_permissions - Access denied - insufficient permission" error.

SDK version: 2.42.0

I'm using a custom App to provide Box service for others, the App auth scope is

    When the user authorize the app, the user's auth scope is

    The difference between this user's auth link is generally the auth url is like "app.box.com/auth...", the users auth url is "username.app.box.com/auth..."
