How to view download history
I've searched your help files and have come up empty...there seems to be no straight forward answer to "How to view download history"?
Can you please respond simply and directly to this question?

May we know what type of subscription are you in?
File activity such as "downloads" is accessible on the files of accounts that are on Starter, Business, Business Plus, and Enterprise plans and only are visible if you're an owner, co-owner, or editor of the file.
