Personal Pro vs Starter account

I have a Personal Pro account and paying $10 per month. A so-called Starter account costs half as much and provides more services, from I what I can see (or understand). 

What am I missing?

Basically I want to see who is downloading one of my files or folders in my Box account but this is not permitted under the Personal Pro plan, which seems unbelievable.
