Scopes to access all files in my enterprise and Userevents

I've made a custom app and ticked every single permission in the Configuration tab (for testing purposes). Selected OAuth 2.0 with JSON Web Tokens (Server Authentication) and gave it OAuth 2.0 with JSON Web Tokens (Server Authentication) permissions.

When authorizing, which scope do I need to pass in order to be able to view, for example, the list of Files of colleagues that I am managing?

Same question goes for User Events, which scopes would I need in order to be able to supervise the abovementioned?

I tried to pass enterprise_content(GCM), is this the correct scope? I noticed that this is not recommended, but if it is the only way to access my enterprises' files, how can I request for this scope to be enabled?
