Download option in embeds

why is it that when we embed a pdf file it automatically has a download option? is there anyway we can get rid of that? i tried setting the file to 'view only', but then my downloadable links wont work, nobody can download anything. if i set my pdfs to 'view and download', these embedded ones will have the download option which i do not want. is somebody having the same problem as i?
