Manual start Relay on folders

I'm trying to use Relay with folders instead of files within a folder. We would like to have a flow which requests someone to a folder is moved to another location & set up the right permissions for this folder.

I can only see options for Relay to get triggered, move and alter files but not folders... Is this the case or am I missing something?
