User access and shared links

I'm using the Box API, and I'm having some trouble with getting shared links.

I authenticate with Oauth using my box account, I have no problem uploading files, moving files, and deleting files. Same with folders can create and delete just fine. 

But when it comes to getting a share link the API call returns 

shared_link: null

The Docs say this means the user doesn't have viewer access, I don't understand as the App owner I don't have viewer access.

I have logged in with multiple Box accounts just to test and same result.

Maybe I'm missing some setting or something, but is there a way to just allow shared links to be public and accessible for all users?
