How to change the language of auth page to english?

Firstly, I change the language of my phone(Nexus 5) to english and go to authentication page, where I got this:

with username and password, I got this then:

Why? Why the auth page change to chinese?

I try to add HTTP headers "Accept-Language=en" when load these urls, there is no change.

I try to append query params "locale=en" to urls, no change.

I try to append query params "hl=en" or "lang=en", still no change.

And I can not find any document to tell me how to customize the language of the auth pages, any one can do me a favor??
