How to get permissions to list all users from Enterprise account?

I have an enterprise Box developer account, and am working with several large box enterprise accounts.

I am setting up a Python program that lists all users in the enterprise account.

In doing so there is a box_client.users() method. I use that and get a 403 error every time. 

How can I set it up so my admin can list all users?
