Box.com application webhook does not call Hookbin or RequestBin webhook endpoint

I am working on a box.com webhook integration project. Before I go all in I need to create a POC to show my senior devs. So in my personal box account I created a test application. In the Webhooks page I created a new webhook (Webhooks V1).

The webhook is called when someone comments on a file ( I would assume someone includes the file owenr as well). For the webhook endpoint I created a temporary endpoint using Hookbin. Payload format is REST.

In the callback parameters I am passing the #from_user_name# and #item_name#.

I take a test file and put some comment. But when I refresh the Hookbin endpoint page nothing happens. I do not received any error messages (not even sure where to look even if I am getting one).

Is it me for does the box.com Webhook V1 not working properly? Do I need to deploy this app on the box.com store then install it on my account for the webhooks to work?
