Is 'file_id' unique across box?

I have a use case where my integration app would need 'file_id'(which gets passed to callback_url).

Could you please confirm if this 'file_id' is unique across box or is it just unique for a particular user? I mean can two files(belonging to different users) have same file_id?

  Yes, File IDs are unique across Box.
