This is written in API document: 

To enable this functionality for applications using OAuth2, please file a support ticket with your API key.

To enable this functionality for applications using OAuth2 with JWT, please navigate to the Advanced Features section in the developer console and enable the "Perform actions on behalf of users" permission.

 

So what does it mean " please file a support ticket with your API key. "??

I can use as-user header using Oauth2 with JWT now.

How to enable as-user header using standard Oauth2.0.??

  Have you submitted a case with us before? You can do so by clicking Contact Support and following the ticket submission flow there, by including your API key.
