ftp connection limit and whitelisting?

looking to upgrade to enterprise edition, questions for ftp(s),

- does it support whitelsiting

- can we allow multiple users to connect to it, essentially using box as a ftp server

- further to above question, is there a connection limit/throttle policy in place for it
