File activity items failed to load: annotations

I have a couple of users who have permission of editor but unable to highlight a section of a pdf and make a comment.

When the document first loads, there's an error: File activity items failed to load: annotations.

and when the user goes to highlight an area and save a comment, it gives another error: this comment could not be created.

Please help
