Updates to permission scopes in manage groups (July 2023)

To tighten security measures, we released a new update on API. Admins now have to grant "App Access + Enterprise Access" permission scope on App Access Level to perform the full scope of operations. Group access for apps with “App Access Only” permissions to groups that these apps did not create will be blocked.
