Restrict download access

I want to restrict collaborators from downloading files-how is this done? It appears that Viewer permission allows for file download.

If you are inviting a user as a collaborator within a folder or file, you will have the ability to set the level of access that user has to your content. Restricting the ability to download any of your shared/ collaborated contents will depend on level of access you will grant the collaborator.

Based on the above article, giving a user a co-owner, editor, viewer uploader and viewer permission will allow them the ability to download contents they joined so I would suggest that you restrict their access to a Previewer Uploader or a Previewer to prevent this.
