box developer plan no longer available

Hello, I was trying to help a team mate sign up for a free "developer plan" account - that they could use the admin console on to test certain features.
This account option appears to be gone - and the new 'free' individual account that they can choose does not have admin console (though developer console is there). Is the developer plan going away? Is there some way to get to the admin console on a free "individual" account?

That was my original post. I was able to help another team mate setting up a developer plan account as recently as a few weeks ago. I had a link that would go right to the option. It was exactly like the free individual account except it had admin console access. That link now only goes to signing up for business trial accounts, pro accounts, or the free individual account that does not have admin console access. My developer plan account still works - just can't help my team mate create their own. Please advise if this has moved, broken, or is simply not going to be offered any longer. The plan I see on the old account that works is "Developer Plan" it has an enterprise ID, only works for a single user, and has admin console access. Which is what I need for my team mate.

I think perhaps I didn't do a good job communicating my problem: the problem is not that I don't know how to make someone an admin (which is ordinarily what makes the admin console option "visible" and accessible in the UI).
The problem is that you can no longer create a free individual account that allows admin console access. This ability was previously available as a free "developer plan" account. The account plan had the same file and storage limitations as the free individual account available today, however it included admin console access - so you could experiment with adding apps by their app ID.
The article you directed me to explains the difference between admin users (typically an IT department administrator) and managed users (typically the general consumers of an application in an enterprise). The article discusses how to get into the admin console and make someone an admin user (so they then would be able to see the admin console themselves.
The problem I am having is that the admin console is no longer available on free individual accounts - so I couldn't get to the admin console to do this.
Think of the chicken and egg logic: if I can't get to the admin console for the "free individual plan" account, then I can't make myself and admin - which is what would give me the admin console. If I could get to the admin console, then I wouldn't need to make myself an admin on the account, because I already was an admin (otherwise I could never get to that console).
So my problem, or question - is: is this plan no loner available. This was the old plan - which unlocked these capabilities. See screenshot. It was previously available at this link, but my problem is this plan does not seem to be available anymore. Is it some place else now? https://app.box.com/signup/developer.

jacobo bedoya eventually I had a series of individual messages that initially indicated the functionality would eventually return. Eventually I received a message saying it would not return. There are no more free developer accounts with the same functionality that once existed.
