Box Webhooks
I have an application that I want to use to employ a webhook. the section of webhook does not appear in my application page in the dev console, is it something that I missed when I created the application or the webhooks are only limited to paid developer accounts ?
note: my application is attached to my user account and It's not attached to any enterprise.

You're correct. To solve this you would need a developer account.
Unfortunately, Box has temporarily disable new sign-ups for free developer accounts while we work to implement some additional security controls around this feature.
The security and integrity of our Service is of utmost priority to Box, and we must ensure that we are providing the most secure product experience to our customers. At the current time, we do not have a timeline for returning to the similar functionality of this feature.
Enterprise customers still have the ability to start a sandbox environment for non-production development purposes, so if you are working for a box customer, you could ask them to create a sandbox for you, following these instructions.
