Can I ask people to upload a file if they are not on Box?

Welcome to Box Community and glad to help!
You can create a file request link in order to obtain files from anyone including non-Box users.
File Request is available to anyone with a Box Business Plan account. However, no one needs a Box account to access the finished form and upload content.
