External user cant switch between accounts

Two different government agencies share files with me using their organization's box account.  I used to be able to log in to both separately using the same credentials.  now i can only log into one of the accounts, even if i use the landing page for the other.  I have tried logging out, clearing my cache, and even tried a different browser.

  To log in your two different Box accounts at once using your machine, please use two different browsers or launch your browser's incognito/private window.
