CANNOT select the share permission when a file sharing link is generating!!!

Just like in the picture, when I generate the share link, I can't choose the way to share it, like only view, or have edit permission or something.
My permissions start from the root directory and are the highest permissions, so this problem should be independent of my permissions.
How to solve it?
